The Annie E. Casey Foundation/Casey Family Services and Connecticut Voices for Children sponsored this forum to raise public awareness about the link between permanence and educational outcomes for children and youth in foster care, and to stimulate dialogue and collaboration regarding the implementation of the federal Fostering Connections to Success and Increasing Adoptions Act of 2008, the most significant reform of child welfare legislation in more than a decade.
